It mandates the Department of Education to create a policy that must be adopted by 25% of school districts by the start of the 2027-2028 school year and by 100% of districts by the start of the 2029-2030 school year. The policy includes requirements for partnerships with local nonprofits or food banks to redistribute edible cafeteria food, the installation of waste sorting systems, and the gradual elimination of single-use plastics in favor of reusable or compostable alternatives, all subject to legislative appropriation.

Additionally, each participating school district is required to submit an annual report to the Department of Education by the end of each school year. This report must detail the total weight of donated cafeteria food, organic food waste diverted to composting, single-use plastic items eliminated, cost savings achieved, and any challenges faced along with recommendations for the policy. The act is set to take effect on July 1, 2026.
