The proposed bill establishes the "Homes for Veterans Property Management Incentive Pilot Program" in Broward, Escambia, Hillsborough, and Santa Rosa Counties, aimed at providing incentives to landlords to help address veteran homelessness. The Florida Housing Finance Corporation will oversee the program in collaboration with local public housing authorities and case managers from the Department of Veterans' Affairs. The program includes the creation of two trust funds: the Vacancy Relief Trust Fund, which compensates landlords for holding vacant units for eligible veterans, and the Risk Mitigation Trust Fund, which covers property damage caused by veterans beyond the security deposit.

Landlords can apply for funding from these trust funds under specific conditions, including submitting required documentation within 60 days of a veteran moving in or out of a unit. The bill stipulates that funding will be awarded on a first-come, first-served basis and mandates the corporation to adopt rules for implementation. The act is set to take effect on July 1, 2026, contingent upon the passage of related legislation.
