The bill proposes the creation of a new specialty license plate known as the "Outsider license plate" by the Department of Highway Safety and Motor Vehicles. This new plate will feature a design approved by the department, with the word "Florida" at the top and "OUTSIDER" at the bottom. The bill adds a new subsection (136) to section 320.08058 of the Florida Statutes, detailing the specifications for the plate's design and the responsibilities of the department in its development.
Additionally, the bill outlines the distribution of annual use fees collected from the sale of the Outsider license plate. These fees will be directed to the Hoober Brothers Foundation, Inc., a nonprofit organization, which is permitted to allocate up to 25 percent of the proceeds for administrative costs and marketing. The remaining funds will be used by the foundation to create and restore iconic public destinations throughout Florida. The act is set to take effect on October 1, 2026.
