The bill establishes a Medicaid dental pilot program specifically for persons with disabilities in Region E of Florida, as defined in the newly created section 409.9079 of the Florida Statutes. It defines "persons with disabilities" as Medicaid-eligible individuals who receive Supplemental Security Income (SSI), are enrolled in a home and community-based services waiver program, or meet federal disability criteria. The pilot program will operate for three years and provide enhanced dental services, including routine care, basic and major dental services, emergency services, and any additional services deemed necessary by the Agency for Health Care Administration. Participation is limited to eligible individuals residing in Region E.
The bill also outlines the reimbursement structure for dental providers, which will be set at 80% of the 50th percentile of the 2024 Usual, Customary, and Reasonable fees. The program will be delivered through at least two licensed dental managed care organizations that meet specific criteria. The agency is required to collect data on access, utilization, expenditures, and health outcomes, and submit a report evaluating the program's effectiveness by January 1, 2029. The pilot program is set to expire on June 30, 2029, and the act will take effect on July 1, 2026.
