The proposed bill establishes a pilot program for family court report cards, to be initiated by the Office of the State Courts Administrator starting July 1, 2026. This program will be implemented in three judicial circuits with the aim of refining data definitions, reporting standards, and publication methods before a statewide rollout. By March 1, 2027, the Office is required to submit a report on the pilot program's findings to key legislative leaders. The bill also includes an appropriation for necessary funding to support the program's implementation, including resources for data collection and publication.
Beginning July 1, 2027, the Office will publish annual family court report cards for each judge presiding over family law cases, promoting transparency and accountability within the family law system. These report cards will include metrics such as average time to final judgment, case resolution rates, and compliance with statutory time requirements, while also providing context through additional data on circuit caseloads and available resources. Importantly, the report cards will not disclose personal identifying information about litigants or minors, and the Supreme Court is requested to adopt rules for standardized data definitions and quality assurance.
