The bill establishes the Experimental Treatment Access Trust Fund within the Department of Health, as outlined in the newly created section 499.02955 of the Florida Statutes. This trust fund is intended to assist eligible patients who are residents of Florida with costs related to travel for experimental treatments or partial care expenses. Licensed experimental treatment centers are authorized to contribute 2 percent of their net annual profits from experimental treatments to the trust fund or provide equivalent care at no cost, as determined by departmental rules.

The trust fund is set to be terminated on July 1, 2030, unless it is dissolved sooner, and it will undergo a review prior to its termination as specified in existing law. The act is contingent upon the adoption of HB 1381 or similar legislation during the same legislative session, with an effective date of July 1, 2026.
