Additionally, the bill stipulates that the annual use fees collected from the sale of the Outsider license plate will be distributed to the Hoober Brothers Foundation, Inc., a nonprofit organization. The foundation is permitted to use up to 25 percent of the proceeds for marketing and administrative expenses, while the remaining 75 percent will be allocated to creating and restoring iconic public destinations within the state. The act is set to take effect on October 1, 2026.
