This bill aims to enhance the rights of district school board members and improve transparency in public education. It introduces a new section, 1001.366, which grants school board members specific rights, including timely access to necessary school district documents, the ability to consult with the chief financial officer regarding budget matters, and the right to publicly comment on school board business, with certain exceptions. Additionally, it amends section 1001.42 to require that all documents related to agenda items, such as vendor contracts and budget documents, be maintained as public records alongside the minutes of school board meetings.
Furthermore, the bill amends section 1012.22 to define "good cause" for rejecting employee nominations and prohibits school district employees from being required or incentivized to sign nondisclosure or confidentiality agreements. It also states that school districts cannot impose conditions on employment that would circumvent this prohibition. The bill is set to take effect on July 1, 2026.
