The bill establishes new regulations regarding the towing of vehicles that are disabled due to a motor vehicle crash, creating a new section, 323.003, in the Florida Statutes. It mandates that when a vehicle is disabled, a law enforcement officer must provide the driver with a list of wrecker operators if the vehicle is being impounded, or allow the driver to call a wrecker operator of their choice. Additionally, both the law enforcement officer and the wrecker operator are required to inform the driver about the daily storage charges, the contact information for the storage facility, and the process for retrieving the vehicle.

Furthermore, the bill requires that the wrecker operator's storage facility notify the vehicle owner in writing via certified mail, as well as by telephone and text message, at specified intervals of 14, 30, and 45 business days after the vehicle arrives at the facility. This notification must inform the owner that their vehicle is in storage and accruing daily charges. The act is set to take effect on July 1, 2026.
