The bill amends section 784.048 of the Florida Statutes, which pertains to stalking, by revising the definitions of "harass" and "cyberstalk." The new language clarifies that harassment involves a course of conduct directed at a specific person, who must be identifiable, causing substantial emotional distress without a legitimate purpose. Similarly, the definition of cyberstalking is updated to include communication directed at a specific person, also requiring that the individual be identifiable, and it addresses unauthorized access to another person's online accounts or electronic systems.

Additionally, the bill reenacts references to the amended definitions in sections 784.0493 and 1006.147, which relate to harassment or intimidation based on religious or ethnic heritage and bullying and harassment in public K-12 education, respectively. The act is set to take effect on July 1, 2026.
