The bill establishes the Experimental Treatment Access Trust Fund within the Department of Health, as outlined in the newly created section 499.02955 of the Florida Statutes. This trust fund is designed to assist eligible patients who are residents of Florida with costs related to travel for experimental treatments or partial care expenses. Licensed experimental treatment centers are authorized to contribute 2 percent of their net annual profits from experimental treatments to the trust fund or provide equivalent care at no cost, as determined by departmental rules.

Additionally, the bill stipulates that the trust fund will be subject to review and may be terminated on July 1, 2030, unless it is re-created sooner. The act is set to take effect on July 1, 2026, contingent upon the adoption of related legislation in the same legislative session.
