The bill amends section 414.095 of the Florida Statutes regarding eligibility for temporary cash assistance. It specifies that benefits cannot be denied to individuals solely based on a drug trafficking conviction if the conviction occurred during a time when the individual was recognized as an active victim of human trafficking. Additionally, the bill clarifies that while applicants must meet eligibility requirements, they are not required to register for work if they are actively participating in substance abuse treatment and meeting other program requirements.

The bill also removes the previous language that mandated applicants to "shall be" required to register for work, replacing it with "is" required. Furthermore, it opts out of a federal provision that disqualifies individuals with controlled substance felony convictions from receiving temporary cash assistance and food assistance. The effective date for this act is set for July 1, 2026.
