The bill establishes a new section, 1013.121, in the Florida Statutes, focused on reducing food and plastic waste in schools. It mandates the Department of Education to create a three-year pilot program in collaboration with the Department of Agriculture and Consumer Services, which will be implemented in up to 10% of schools within any school district starting in the 2027-2028 school year. The program will include partnerships with local nonprofits or food banks for redistributing edible food and composting organic waste, the installation of waste sorting and dishwashing systems (subject to funding), and the replacement of single-use plastics with reusable stainless steel serving ware.

Participating school districts are required to submit annual reports to the Department of Education detailing various metrics, including the amount of cafeteria waste diverted from landfills, food donated, organic waste composted, single-use plastics eliminated, cost savings, and any challenges faced during the program. The pilot program is set to expire on July 1, 2030, and the act will take effect on July 1, 2026.
