The bill amends chapter 2023-7 of the Laws of Florida to modify the boundaries of the Eastpoint Water and Sewer District in Franklin County, expanding its jurisdiction to include additional lands, specifically all of St. George Island. The updated boundaries now encompass all of Sections 15, 19, 20, 21, 23, 30, and 28, as well as various fractional sections in Township 8 and 9 South. This expansion is intended to address environmental concerns related to untreated wastewater from septic systems on St. George Island that threaten the health of Apalachicola Bay and its ecosystem.

Additionally, the bill grants the board of the Eastpoint Water and Sewer District new powers, including the authority to inspect septic tanks within the district to ensure compliance with applicable permits and to impose reasonable penalties for violations. The effective date for these changes is set for October 1, 2026, coinciding with the anticipated acquisition of the water utility serving St. George Island by the district.
