The bill amends chapter 2023-7 of the Laws of Florida to modify the boundaries of the Eastpoint Water and Sewer District in Franklin County, expanding it to include additional lands, specifically all of St. George Island. The new boundaries will encompass all of Sections 15, 19, 20, 21, 22, 23, 27, 28, 29, 30, 31, and 32 in Township 8 South, Range 6 West, as well as other fractional sections in adjacent townships. The bill also provides for referenda to be held for the approval of these boundary changes by the qualified electors in the affected areas.

Additionally, the bill grants the board of the Eastpoint Water and Sewer District the power to inspect septic tanks within the district to ensure compliance with applicable permits and to impose reasonable penalties for violations. The referenda will be conducted during the general elections, with specific provisions for the timing of the votes based on the acquisition of the water utility serving St. George Island. If both amendments to chapter 2023-7 are approved by the electors, they will be fully enacted.
