The bill amends section 48.193 of the Florida Statutes to extend the jurisdiction of Florida courts to health insurance, health maintenance organization coverage, health plan coverage, and travel insurance providers under specific circumstances. It defines "emergency services" and "health care providers," and prohibits health care providers from collecting any sums owed by insurers for emergency services rendered. Additionally, it allows nonparticipating health care providers to pursue legal action for quantum meruit to recover the reasonable value of emergency services provided.

Furthermore, the bill creates two new sections, 627.4423 and 641.1853, which outline reimbursement protocols for emergency health care services rendered by nonparticipating health care providers. These sections affirm that such services provide significant benefits to insurers and health maintenance organizations, and reiterate that health care providers cannot collect from patients for amounts owed by their insurers. The bill is set to take effect on July 1, 2026.
