It also authorizes applications for disabled parking permits to be made through tax collectors and permits immediate issuance of certain license plates under specified conditions.

Further amendments include prohibiting the manufacturing or sale of license plate covers that obscure or alter the plate's visibility, and requiring tax collectors to fulfill renewal and replacement requests for driver licenses and identification cards ordered online. The bill also clarifies that disabled individuals may opt for a license plate with the international wheelchair user symbol or the letters "DV" indicating a disabled veteran, in lieu of a disabled parking permit. The act is set to take effect on July 1, 2026.
