The proposed bill establishes the Genetic Counseling Education Enhancement Grant Program within the State University System, aimed at supporting the development and sustainability of accredited graduate-level genetic counseling programs. The Board of Governors is tasked with awarding competitive grants to state universities to address issues such as faculty shortages, financial barriers for students, and clinical training needs. The program will reward excellence based on specific performance metrics, including student completion rates and certification examination passage rates.
Grant funds can be utilized for recruiting and retaining qualified faculty, providing financial assistance to students, and establishing clinical rotations necessary for completing a master's degree in genetic counseling. However, the funds are prohibited from being used for general administrative costs, construction of new facilities, or non-program-related activities. Participating universities must maintain records to demonstrate compliance and submit annual reports detailing expenditures and outcomes, which the Board of Governors will compile into a statewide summary for submission to state leadership. The act is set to take effect on July 1, 2026.
