The bill allows for the distribution and marketing of bulk Class AA biosolids as fertilizer or soil amendments, provided they are transferred through a bona fide sale and meet specific labeling and registration requirements. Additionally, it establishes that certain biosolids products must be land applied only at sites approved by the Department of Environmental Protection.
The bill also defines "bona fide sale" and outlines exceptions for biosolids treatment facilities that own the land where the products are applied. It specifies that the requirement for a bona fide sale does not apply to transactions between importers, manufacturers, or licensees. Furthermore, the University of Florida's Institute of Food and Agricultural Sciences is tasked with publishing recommended agronomic rates for the reuse of these biosolids products every two years. The act is set to take effect on July 1, 2026.
