Furthermore, the bill stipulates that bulk Class AA biosolids compost and fertilizer products must be land applied only at sites approved by the Department of Environmental Protection, with specific requirements for land application on certain lands. It clarifies that the bona fide sale requirement does not apply to biosolids treatment facilities that own or control the land where the products are applied, although they must still adhere to registration and labeling requirements. The act is set to take effect on July 1, 2026, with certain provisions becoming effective on July 1, 2028.
