The bill establishes the Local Government Cybersecurity Protection Program within the Florida Digital Service, aimed at assisting local governments in mitigating and defending against cybersecurity threats, including ransomware incidents. The Florida Digital Service will administer the grant program, which includes entering into data-sharing agreements with local governments to facilitate the exchange of security-related information. The program will provide information technology commodities and services to eligible local governments based on objective criteria, with a preference for fiscally constrained counties. Grants will be awarded annually by December 1, and local governments can also purchase IT commodities and services from the Florida Digital Service's contracts, assuming full responsibility for associated costs.

Additionally, the Florida Digital Service is required to submit an annual report to the Governor's Office of Policy and Budget and legislative appropriations committees detailing the implementation and outcomes of the grant program. This report will include information on grant applications, awards, and the use of federal or other funds. The bill also allows the Florida Digital Service to apply for and accept additional funding to support the program. The section establishing this program is set to be repealed on July 1, 2031, unless it is reviewed and saved from repeal by the Legislature. The act is set to take effect on July 1, 2026.
