The bill specifies that these entities include those involved in the design, manufacturing, or procurement of office-related goods and services, particularly if they are subject to Chinese national security laws or have ties to the Chinese government.

Effective July 1, 2026, the bill mandates that any entity wishing to bid must certify that it is not a covered foreign entity. If a contracting agency discovers that an entity has provided false certification or is indeed a covered foreign entity, it is required to terminate the contract immediately. The bill also extends this prohibition to local agencies and governments that receive state funds for the procurement of relevant goods and services.
