It defines the term "department" as the Department of Children and Families and outlines the eligibility criteria for the program, which includes having a developmental disability, being enrolled in specific Medicaid waiver programs, being at least 18 years old, and being employed. To maintain Medicaid eligibility, enrollees must not exceed a maximum monthly income of 550% of the Supplemental Security Income Federal Benefit Rate and certain asset limits are set, including disregarding assets held in retirement accounts.

Additionally, the bill mandates that the Department of Children and Families provide written notice to eligible adults upon their initial enrollment in the relevant waiver programs and at least annually thereafter. This notice must include information about automatic enrollment, eligibility qualifications, the ability to maintain Medicaid benefits while earning income, and details about special needs trusts. The department is required to send this notice to currently eligible enrollees within 90 days of the bill's effective date.
