The bill establishes the "Working People with Disabilities" program within the Agency for Health Care Administration, aimed at eliminating employment barriers for individuals with disabilities. It defines eligibility criteria for the program, which includes having a developmental disability, being enrolled in specific Medicaid waiver programs, being at least 18 years old, and being employed with income. To maintain Medicaid eligibility, enrollees must not exceed a maximum monthly income of 550% of the Supplemental Security Income Federal Benefit Rate and certain asset limits are set, including disregarding retirement account assets.
Additionally, the bill mandates that the Department of Children and Families provide written notice to eligible adults upon their initial enrollment in Medicaid waiver programs and at least annually thereafter. This notice must include information about eligibility, the ability to maintain Medicaid benefits while earning income, and details about a special needs trust. The agency is also required to identify Medicaid recipients who qualify for the program and share this information with the department to facilitate the program's objectives. The bill will take effect upon becoming law.
