The bill establishes the "Working People with Disabilities" program within the Agency for Health Care Administration, aimed at facilitating employment for individuals with disabilities while allowing them to maintain eligibility for Medicaid home and community-based services. It defines the term "department" as the Department of Children and Families and outlines eligibility criteria, which include having a developmental disability, being enrolled in a Medicaid waiver program, being at least 18 years old, and being employed with earned income. To qualify, individuals must not exceed a monthly income of 550% of the Supplemental Security Income Federal Benefit Rate and must have certain asset limits disregarded.

Additionally, the bill mandates that the Department of Children and Families provide written notice to eligible adults upon their initial enrollment in a waiver and at least annually thereafter. This notice must include information about automatic enrollment in the program, eligibility qualifications, the ability to maintain Medicaid benefits while earning income, and details about special needs trusts. The Department is required to send these notices to currently eligible enrollees within 90 days after the bill's effective date.
