The bill establishes the "Working People with Disabilities" program within the Agency for Health Care Administration, aimed at facilitating employment for individuals with disabilities while maintaining their eligibility for Medicaid home and community-based services. It defines the term "department" as the Department of Children and Families and outlines the eligibility criteria for the program, which includes having a developmental disability, being enrolled in a Medicaid waiver, being at least 18 years old, and being employed with earned income. To qualify, individuals must not exceed a monthly income limit of 550% of the Supplemental Security Income Federal Benefit Rate and must have certain asset limits disregarded.
Additionally, the bill mandates that the Department of Children and Families provide written notice to eligible adults regarding their automatic enrollment in the program, eligibility requirements, and the ability to maintain Medicaid benefits while earning income. The agency is also required to share information about Medicaid recipients enrolled in Supplemental Security Income with the department to support the program's objectives. The act will take effect upon becoming law, and the department must notify currently eligible enrollees within 90 days of the effective date.
