The bill establishes the University of Florida Diabetes Institute within the University of Florida College of Medicine, aimed at advancing diabetes research, prevention, treatment, and education. The institute is tasked with conducting research on diabetes causes and potential cures, developing advanced treatment strategies, providing comprehensive clinical care, training healthcare professionals, and engaging in community outreach to promote healthier lifestyles. Additionally, the institute is authorized to administer statewide pilot programs, maintain a secure repository for deidentified data, and share this data under specific conditions to support scientific investigations.
Furthermore, the bill allows the institute to convene a statewide diabetes research and care consortium, which will include clinical and academic experts, healthcare providers, and patient representatives. This consortium can solicit funding from various sources to enhance programs and services. The institute is also required to provide an annual report to the Governor and legislative leaders starting October 15, 2027, detailing research projects, clinical services, community initiatives, and recommendations for future actions. The act is set to take effect on July 1, 2026.
