The bill amends section 1001.42 of the Florida Statutes to enhance student support services in K-12 schools by allowing district school boards to recommend, endorse, or refer students to organizations that provide various support services, including mentoring, counseling, tutoring, and extracurricular programs. To be eligible for such recommendations, organizations must not restrict participation based on race, color, or ethnicity, and mentoring organizations must demonstrate diversity among their staff. Additionally, all individuals interacting with students must undergo Level 2 background screenings, which the organizations are responsible for maintaining and documenting.
Public schools that offer these support services are required to post detailed information about the programs on their websites, including descriptions, eligibility requirements, and contact information. The district school boards must ensure compliance with these provisions and maintain documentation of the organizations' adherence to the requirements. Furthermore, district school superintendents are mandated to submit a compliance report to the Department of Education upon request, detailing the number of schools participating in such programs, the organizations involved, and demographic information about the students served. The act is set to take effect on July 1, 2026.
