This bill mandates the Office of Program Policy Analysis and Government Accountability (OPPAGA) to conduct a comprehensive study of state public and private employee childcare assistance programs, starting on July 1, 2026. The study aims to evaluate the feasibility of implementing a public employee childcare assistance program in Florida. It will consider various factors, including the operational elements of similar programs in other states, potential benefits and cost savings for Florida residents, and the impact on the state's school readiness program, childcare workforce, and regulatory framework.
OPPAGA is required to consult with relevant entities, such as the Department of Education's Division of Early Learning and the Department of Children and Families, to ensure a thorough analysis. The findings and recommendations from the study must be reported to the Governor and legislative leaders by January 30, 2027, and should include options for establishing a childcare assistance program that enhances school readiness and affordability while managing state costs. The provisions of this section will expire on October 1, 2027, and the act will take effect on July 1, 2026.
