Each plate will feature specific designs and slogans, with annual use fees allocated to the respective organizations, allowing up to 10 percent for administrative costs and marketing. The bill also enhances oversight by mandating the Department to notify key legislative leaders about organizations with withheld revenue distributions due to non-compliance. If the Legislature does not provide guidance on these undistributed revenues, the Department must deauthorize the plate and redirect the funds to the Highway Safety Operating Trust Fund. The bill is set to take effect on October 1, 2026.
