This bill amends Florida Statutes related to nursing licensure, specifically section 464.019, by updating the information that the Board of Nursing must publish on its website regarding approved nursing education programs. The amendments include a requirement for the Board to provide graduate passage rates for first-, second-, and third-time test takers over the most recent two calendar years, as well as retention rates for students from program entry to graduation. Additionally, the bill establishes accountability measures for nursing programs, mandating that they achieve a graduate passage rate that is not more than 10 percentage points lower than the average for comparable programs. If a program fails to meet this requirement for two consecutive years, it will be placed on probation.
Furthermore, the bill introduces a new section, 464.0125, which provides for provisional licensure for registered nurses and licensed practical nurses. This provisional license is valid until a full license is granted but is not renewable and becomes void if the licensee does not pass the licensure examination within three months of graduation or fails the exam three consecutive times. Provisional licensees must practice under the direct supervision of a licensed nurse, and the supervising nurse must have been licensed for at least six months. The bill also requires the Board of Nursing to request that the National Council of State Boards of Nursing offer the nursing licensing examination and its preparation materials in Spanish by July 1, 2027. The act is set to take effect on July 1, 2026.
