The materials must cover various topics, including the effects of shaking infants, safe sleep practices, and the importance of selecting responsible caregivers. The bill also specifies that these materials can be distributed through hospitals, birth centers, and healthcare providers within the first two weeks after a newborn's birth, as well as through a statewide public education campaign.

Additionally, the bill introduces a multi-year phase-in plan for the distribution of these educational materials, starting with counties that have the highest birth rates. It clarifies that the provision of these materials does not preclude healthcare providers from offering them alongside other required information. Importantly, the bill includes a provision that protects the state and associated entities from civil liability for failing to provide or receive the mandated information. The act is set to take effect on July 1, 2026.
