In addition to calling for an end date for the board, the memorial also requests that Congress place the Puerto Rico Electric Power Authority under Chapter 9 bankruptcy, ensure a transition toward full fiscal autonomy and local democratic governance, and promote community-driven economic recovery efforts that are accountable to Puerto Ricans. The resolution emphasizes the importance of these changes for the well-being of Puerto Ricans, who are U.S. citizens deserving of the same rights to self-governance as other citizens. The memorial will be sent to key federal officials, including the President of the United States and members of the Florida congressional delegation.
