The bill amends section 381.00321 of the Florida Statutes to enhance the enforcement of medical conscience rights for health care providers and payors. It allows these entities to file complaints with the Attorney General regarding violations of their rights. If the Attorney General finds a violation, they are authorized to initiate a civil action for damages, injunctive relief, or other appropriate remedies, including the recovery of attorney fees. The Attorney General is also granted powers to conduct investigations, such as administering oaths, taking depositions, and issuing subpoenas.

Additionally, the bill stipulates that if the Attorney General does not take action within 180 days of a complaint being filed, the health care provider or payor has the right to initiate their own civil action for damages or to use the violation as a defense in legal proceedings. This legislation is set to take effect on July 1, 2026.
