The proposed bill, titled the Judicial Efficiency and Transparency (JET) Act, mandates that each clerk of the circuit court in Florida prepare an annual performance report for every circuit and county court judge. These reports will include detailed information on judicial activities from the previous calendar year, such as the number of cases assigned, cases reaching final disposition, clearance rates, average length of pending cases, and average days for hearings. The term "final disposition" is defined within the bill as the conclusion of a case through adjudication, dismissal, or other means. Reports must be posted on the relevant court websites by April 1 each year and will remain accessible for the duration of the judge's tenure.
Additionally, judges are permitted to create explanatory statements to clarify any circumstances that may affect their performance metrics, which will be included with the reports upon approval from the chief judge of the circuit. The first reporting period under this new requirement will begin in the 2028 calendar year, and the act is set to take effect on July 1, 2026.
