Additionally, the bill requires that final inspections of these systems be conducted by a NASSCO Pipeline Assessment Certification Program (PACP) certified technician from a third-party engineering firm that does not have a controlling interest in the installation company. The inspection process may utilize standard closed-circuit television equipment and optional fisheye lens cameras.

Furthermore, the bill specifies that the newly established standards for installation and inspection will supersede any existing local standards in both counties and municipalities. It also includes a declaration of an important state interest, affirming the necessity of these regulations. The act is set to take effect on July 1, 2026.
