This bill establishes a framework to enhance manufacturing in Florida by creating the position of Chief Manufacturing Officer within the Department of Commerce. The Chief Manufacturing Officer will be appointed by the Secretary of Commerce and will oversee various initiatives aimed at promoting and supporting the manufacturing sector. The bill outlines specific duties for the Chief Manufacturing Officer, including serving as a subject-matter expert, coordinating manufacturing efforts, and collaborating with educational institutions to promote manufacturing careers. Additionally, all state and local governmental entities are required to assist the Chief Manufacturing Officer within legal and budgetary constraints.

The bill also introduces the Florida Manufacturers Workforce Development Grant Program, which aims to support small manufacturers in adopting new technologies and strengthening the workforce pipeline. The program will be managed by the Chief Manufacturing Officer in consultation with the National Institute of Standards and Technology Manufacturing Extension Partnership organization. Furthermore, the bill creates the Florida Manufacturing Promotional Campaign to increase consumer awareness of local manufacturing activities and products. This campaign will be administered by the Chief Manufacturing Officer and will require annual registration for participants. The Department of Commerce is tasked with preparing reports on manufacturing efforts and the success of the promotional campaign, which will be submitted to the Governor and the Legislature. The act is set to take effect on July 1, 2026.
