The bill establishes a new program aimed at improving communication between law enforcement officers and individuals with autism spectrum disorder (ASD) by creating a "blue envelope and blue card" initiative. The Department of Highway Safety and Motor Vehicles is tasked with developing and making available a blue envelope that holds essential documents such as a driver's license, vehicle registration, and emergency contact information, along with a blue card that identifies the individual as having ASD. Both the envelope and card will include communication guidelines to assist law enforcement during interactions. Individuals with ASD can request these items starting January 1, 2027.

Additionally, the bill amends existing law to require the Criminal Justice Standards and Training Commission to implement a training component for law enforcement officers focused on interactions with individuals with ASD. This training will cover various aspects, including the nature of autism, interviewing techniques, and de-escalation strategies. By July 1, 2028, all basic skills courses for law enforcement certification must incorporate this training, and all certified officers must complete it by July 1, 2030. The bill is set to take effect on July 1, 2026.
