This bill establishes a program aimed at improving communication between law enforcement officers and individuals with autism spectrum disorder (ASD). It creates a new section, 320.021, in the Florida Statutes, which mandates the Department of Highway Safety and Motor Vehicles to develop a blue envelope and blue card program. The blue envelope is designed to hold essential documents such as a driver's license, vehicle registration, proof of insurance, and emergency contact information, while the blue card identifies the individual as having ASD and includes communication guidelines for law enforcement. Individuals with ASD can request these items starting January 1, 2027.

Additionally, the bill amends section 943.1727 of the Florida Statutes to enhance training for law enforcement officers regarding interactions with individuals with ASD. It defines key terms and requires the Criminal Justice Standards and Training Commission to establish a training component that includes in-person and online instruction on various aspects of ASD, including techniques for interviewing, de-escalating situations, and recognizing the agency of individuals with ASD. The training must be incorporated into basic skills courses for law enforcement officers by July 1, 2028, and all certified officers must complete it by July 1, 2030. The bill is set to take effect on July 1, 2026.
