This bill amends sections 947.165 and 947.174 of the Florida Statutes to enhance the processes surrounding parole reviews. Specifically, it requires the Florida Commission on Offender Review to conduct an annual review of the objective parole guidelines and provide a statistical analysis of their actions to the President of the Senate and the Speaker of the House of Representatives. This analysis must utilize acceptable research and methodology to ensure the guidelines are effectively revised as necessary.
Additionally, the bill mandates that the Department of Corrections provide the commission with important information relevant to the review of an inmate's presumptive parole release date. This includes current progress reports, psychological evaluations, disciplinary records, and details regarding the inmate's participation in vocational training, substance abuse treatment, educational programs, and other self-improvement initiatives. The commission is then required to consider this information when determining whether to modify an inmate's presumptive parole release date. The act is set to take effect on July 1, 2026.
