It mandates that TNCs establish and maintain a clear, written deactivation policy that allows drivers to appeal their deactivation decisions.

Additionally, the bill requires TNCs to contract with a nonprofit organization experienced in assisting diverse populations to help drivers navigate the appeals process. TNCs must review appeals and issue determinations within 30 days, assessing whether the evidence supports the deactivation. Deactivated drivers have the right to appeal to a third-party arbitrator, with a specified selection process if the TNC and driver cannot agree on an arbitrator. The bill also clarifies that drivers retain the right to pursue legal action against TNCs regarding deactivation circumstances. The act is set to take effect on July 1, 2026.
