This bill establishes a pilot program aimed at providing certified veteran business enterprises with a discount on toll expenses incurred on toll roads in Florida. The Department of Transportation is tasked with creating this 2-year pilot program, which will offer eligible businesses a 50 percent discount on business-related toll expenses for registered commercial vehicles. To qualify, businesses must demonstrate regular use of toll roads through automated toll accounts and must apply annually, providing proof of veteran ownership and toll usage. The Florida Turnpike Enterprise will administer the program in collaboration with the Department of Veterans Affairs and the Department of Management Services.
Additionally, the bill mandates that the Department of Transportation review the pilot program and submit an impact report to the Legislature by July 1, 2027. This report will assess participation rates, fiscal impacts, and provide recommendations regarding the continuation or expansion of the program. The bill also includes a re-designation of existing legal language, moving the current subsection (6) of section 338.155 to subsection (7) and adding the new provisions as subsection (6). The act is set to take effect on July 1, 2026.
