The bill amends section 311.12 of the Florida Statutes to enhance seaport security by establishing specific fire safety requirements. It mandates that each seaport maintain an onsite fire station operated by a fire department recognized by the State Fire Marshal, which must be staffed and operational 24/7. Additionally, the fire station is required to have a certified hazardous materials response team capable of immediate deployment to incidents on seaport property. Each seaport must also maintain a minimum of two operational fireboats equipped to respond to fires and hazardous materials incidents in navigable waters adjacent to the seaport.

Furthermore, the bill directs the Division of State Fire Marshal, in consultation with the Florida Ports Council, to adopt rules that set minimum standards for staffing levels, equipment requirements, training, and mutual aid coordination with neighboring jurisdictions. Non-compliance with these new regulations may lead to fines, ineligibility for state port funding, or suspension of port operations. The act is set to take effect on July 1, 2026.
