This bill provides for the relief of L.E., a child who suffered severe injuries and damages due to the negligence of the Department of Children and Families (DCF). The bill appropriates $3.8 million from the General Revenue Fund to compensate L.E. for the injuries sustained as a result of DCF's failure to protect her from abuse and neglect. The bill acknowledges the department's duty to ensure child safety and outlines the circumstances leading to L.E.'s catastrophic injuries, which included a history of abuse and neglect by her parents, ultimately resulting in her being diagnosed with traumatic brain injury and requiring lifelong care.

Additionally, the bill stipulates that the total amount paid for attorney fees related to this claim against the department cannot exceed 25 percent of the total amount awarded. It also includes provisions for the Chief Financial Officer to draw a warrant in favor of L.E. for the appropriated funds, which are to be paid into an irrevocable trust established for her benefit. The act is set to take effect upon becoming law.
