It is designed to assist at-risk youth, including those who are victims of gun violence, offenders, or individuals transitioning from delinquency programs. The program will also offer educational and job training opportunities to enhance participants' prospects and reduce the likelihood of future violence.

Additionally, the bill mandates annual reporting requirements for both the City of Gainesville and IMPACT GNV, detailing participant numbers, program impacts on gun violence rates, and recommendations for service improvements. The pilot program is set to expire on June 30, 2030, and an appropriation of $500,000 from the General Revenue Fund is allocated for its implementation in the 2026-2027 fiscal year. The act is scheduled to take effect on July 1, 2026.
