This bill amends section 627.71545 of the Florida Statutes to enhance the regulatory framework surrounding pet insurance. Key changes include the introduction of a new requirement for pet insurers to provide policyholders with a detailed summary of key policy features in plain language, which must include coverage limits, deductibles, waiting periods, exclusions, and wellness benefits. Additionally, the bill prohibits agents from soliciting the sale of pet insurance policies or wellness products unless they possess adequate knowledge and have completed a biennial training course. The training standards provided by insurers are specified to not count towards the agents' continuing education requirements, although approved courses can still earn credit.
Furthermore, the bill mandates that pet insurers file an annual report with the Office of Insurance Regulation by March 1 each year, detailing the number of policies issued, renewed, and canceled, as well as aggregate premium and claims data, policy denials, and other relevant information. The legislation also removes the previous requirement for insurers to ensure their agents are trained in a specified manner. The effective date for these changes is set for July 1, 2026.
