Additionally, the bill outlines that the database must be made publicly accessible by July 1, 2029, and updated monthly. It also requires the commission to submit a comprehensive plan to the Governor and Legislature by July 1, 2027, detailing the methods for data collection, necessary infrastructure, staffing needs, and associated costs. Importantly, individuals who register or vote based on the information in this database will have an affirmative right to do so and cannot be charged with criminal violations related to fraudulent voting, provided they acted in reasonable reliance on the database's information. The bill is set to take effect on July 1, 2026.
