Furthermore, the bill amends section 947.149 to revise the definition of a "permanently incapacitated inmate" for the purposes of conditional medical release. The new definition includes inmates who are permanently and irreversibly physically incapacitated due to injury, disease, or illness, as well as those with a physical disability, impairment, or handicap, provided they do not pose a danger to themselves or others. The act is set to take effect on July 1, 2026.
