This bill establishes new rights for inmates within the Florida correctional system by creating a new section, 944.092, which outlines specific entitlements. These rights include proper ventilation in housing units, a minimum of 20 minutes for meal consumption, access to an adequate food supply during emergencies, and necessary health supplies such as personal protective equipment and hygiene products. Additionally, the bill mandates that each inmate receives a written copy of these rights upon entry into the correctional system and allows inmates to file grievances if they believe their rights are being denied.
Furthermore, the bill amends section 947.149 to revise the definition of a "permanently incapacitated inmate" for the purposes of conditional medical release. The new definition includes inmates who are permanently and irreversibly physically incapacitated due to injury, disease, or illness, as well as those with a physical disability, impairment, or handicap, provided they do not pose a danger to themselves or others. The act is set to take effect on July 1, 2026.
