The bill establishes a new section, 474.224, in the Florida Statutes, which mandates that veterinarians inform clients of their rights regarding prescription medications. Specifically, veterinarians must clearly communicate to clients their right to receive a written prescription that can be filled at a pharmacy of their choice, as well as the option to have the prescription filled at the veterinary establishment if available. The bill outlines that this information must be conveyed verbally during in-person consultations or electronically during telehealth consultations. Additionally, the veterinarian or authorized staff must document the client's choice through a signed acknowledgment, which must be included in the patient's medical record.

Furthermore, the bill requires veterinary establishments to display a conspicuous sign informing clients of their options regarding prescriptions. It also includes provisions that prohibit any statements or assumptions about the efficacy or safety of filling prescriptions through outside pharmacies. However, the requirements do not apply in cases where immediate dispensing is necessary to preserve life or prevent suffering, or when the prescription is for a controlled substance subject to federal or state restrictions. The act is set to take effect on July 1, 2026.
