The bill establishes the Veterans Dental Care Program within the Department of Veterans Affairs, aimed at expanding access to comprehensive dental services for eligible veterans, defined as residents honorably discharged from the U.S. Armed Forces. The program will provide a range of dental services, including preventative care, basic and advanced restorative care, endodontic care, and prosthodontic care. The Department of Veterans Affairs is authorized to deliver these services through contracts with community health centers, partnerships with dental schools, and mobile dental units targeting rural and underserved areas.

Funding for the program will be contingent upon legislative appropriation, and the department is permitted to seek federal matching funds, private donations, or grants to enhance financial support. Starting January 1, 2027, the department is required to submit an annual report to the Governor and legislative leaders detailing the number of veterans served, types of services provided, program expenditures, and any recommendations for improvement. The department will also adopt necessary rules to implement the program, which is set to take effect on July 1, 2026.
