This bill establishes new regulations regarding the use of substances that affect cognitive function, particularly in the context of mass shootings. It creates two new sections in the Florida Statutes: Section 406.139, which mandates that medical examiners perform specific actions during autopsies of individuals suspected of committing mass shootings, including toxicology screenings for psychotropic drugs and other substances affecting cognitive function. The findings from these autopsies must be documented in the final report, which remains subject to public disclosure. Additionally, Section 901.225 requires law enforcement agencies to conduct toxicology screenings for suspects arrested on suspicion of mass shootings or violent crimes and to provide training for officers on the adverse effects of psychotropic and illicit drugs.

Furthermore, the bill amends existing statutes related to school safety by requiring school safety specialists and safe-school officers to receive training on the adverse effects of psychotropic drugs and how to identify and interact with individuals under their influence. This training aims to enhance the safety and security of students and staff in schools. The bill is set to take effect on July 1, 2026.
