The bill states that the City of Clearwater had a duty to maintain these signals but failed to do so, resulting in a jury finding the city partially liable for Giannikos's injuries. The jury awarded Giannikos a total of $38,496,781.68 in damages, with the city found to be 45% at fault.

To compensate Giannikos, the bill authorizes the City of Clearwater to appropriate $16,037,182.49, plus post-judgment interest at a rate of 9.46% annually, to be paid to him as compensation for his injuries and damages.
