The bill acknowledges the catastrophic injuries H.H. endured, including permanent brain damage and the need for ongoing medical care, and it recognizes the jury's verdict that found DCF negligent in its duty to protect H.H. from harm.

Additionally, the bill includes provisions to ensure that all government liens related to H.H.'s treatment are waived and that the compensation provided is the sole remedy for any claims arising from the incidents described. It also sets a cap on attorney fees related to this claim, limiting them to 25% of the total amount awarded. The bill is intended to take effect immediately upon becoming law.
