This bill provides for the relief of C.C., a child who suffered severe injuries due to the negligence of the Department of Children and Families (DCF). It acknowledges the circumstances surrounding C.C.'s birth, including his mother's drug addiction and the multiple child abuse reports received by DCF prior to and following his birth. The bill states that C.C. was released into his mother's care without any protective measures in place, leading to a critical overdose incident when he was 13 months old. As a result of the department's failure to act on the numerous abuse allegations, C.C. sustained permanent injuries requiring lifelong care.

To address the damages incurred, the bill appropriates $20 million from the General Revenue Fund to compensate C.C. for his injuries. It establishes that this amount is intended to cover all present and future claims related to the situation, with a cap on attorney fees and related costs not exceeding 25% of the total awarded. The bill also directs the Chief Financial Officer to issue a warrant for the funds to be placed in an irrevocable trust for C.C.'s benefit, ensuring that the compensation is used appropriately for his care and related expenses.
